Charge for $131.20 from Dell Marketing LP on Paypal

Got fraudulent pending charge for $131.20 from Dell Marketing LP on Paypal email from Dell_28@Dell.com. I never purchased any services from them. The ph number, 877-896-6033 is phony listed in the email. How to block this? This is a "pending" charge so can't dispute with PP yet!
