Cant access software in digital locker

I purchased a Dell server and Microsoft Windows Server 2025 licensing through a Dell partner.  I received the email from Dell with my purchase information and registration code, but I am not able to apply that registration code to my digital locker, it shows a status of "Transferred" even though I never used the code and it is not showing in my locker.

The Dell partner said that there is nothing they can do since it shows a Transferred status but it does not appear in my account.  I have tried contacting Dell support by phone but there is no way to contact a live person, I just get an automataed message to visit my orders page, where the order does not show up.  Does anyone know how to get in touch with a live person?
