TL4000 Driver Problems !!!!!

Hello,
Our TL4000 recently experienced a driver failure. We replaced the driver and made the device ready.
Our problem now is that the driver seems to be gone in windows server 2016, I could not reinstall it.
I tried many ways, I deleted and installed, downloaded and installed the updated drivers, but it still did not work.

Windows updates are turned off because it cannot access the internet, so it has not received any updates
