SC40 Disk shows up as ??-00 all volumes down

Hi Everyone, 

I have an older SC40 that we were in the process of getting off but currently in a bind. All volumes down. I have a single Disk that instead of "enclosure number - disk number" it is reading "??-00". I have Identified the Disk in the enclosure by serial number. From the Command Line it has a status of Down. If I try to do anything with it in the GUI I am denied. Is there another way to kick the disk out of the system. It seems as though this is the only thing holding me back from getting my volumes back up. All other disks are "Up" only other "Down" disks are in the Unmanaged section. 

I would be grateful for any insight  to resolving this issue
