Did anyone have idea about the case?
Is it need restart something process who handle the TCP port 6389 ?

I haven't seen this myself, but it's probably worthwhile restarting the management server on SPB

I'd grab a set of SP Colletcs and comb through the logs.
Logs in particular, with these suffixes;
_runlog.txt
_stderr_log.txt
_stdout_log.txt
_SPB_navi_getlog.txt
Note that these are nested in the data.zip file.
Are you comfortable rebooting SPB ? (comfortable that your multipathing etc is ok and you have sufficient headroom on SPA to control the load of the trespassed LUNs)
Quite an old array now, is it running production/critical data ?

when you run the command to SPB, what is the exact message output that you get back?
Check the switch port that the Management Port for SPB is connected to and make sure the port is set to auto/auto - if you have it set to a particular setting it will not work correctly.

Unfortunately, sometimes an SP reboot is the solution..

i check the navicli command is via port 6389 port and run the below telnet for testing.
it should be confirm the port is up and running.
But after the agent(program) handle the request via port 6389 should be hang up.
telnet 10.130.128.59 6389
Trying 10.130.128.59...
Connected to 10.130.128.59 (10.130.128.59).
Escape character is '^]'.
^]
telnet> quit
Connection closed.
telnet 10.130.128.59 6390
Trying 10.130.128.59...
telnet: connect to address 10.130.128.59: Connection refused
telnet: Unable to connect to remote host: Connection refused

There have been situations where the IO module on the CX3 has locked up - the only recourse is to reboot the SP.
