CX500 192.168.1.1/setup connection reset on both SPs

We have a 'new' CX500 system with 2 new SPs, spa, spb.  We are able to serial connect and PPOS to the system and access Navisphere through the 192.168.1.1/start.html URL no problem..  HOwever we are unable to add the arrays to the SP and create new Domain because everytime we try to connect to the 192.168.1.1/setup or setup.html we just get a connection reset error or connection closed. 

we have tried multiple browsers, IE7, diff java versions, resetting security in navisphere etc, but we can't get into the setup page to be able to create the new domain and add the arrays back into it.   Any help with this would be GREATLY appreciated.  Thanks!
