Windows 10 Photo app is not working properly, don't know why?

What is the exact model number of your system? And inasmuch as it is one of the Chromebooks you probably have a very limited storage capacity. If the storage (probably eMMC) is getting filled then that will affect the performance.

The question is about a windows app so the reply about Chromebook memory is inapplicable and makes no sense. 

Disable unnecessary features to speed things up

Go to "Settings"

• Open the photo viewer and wait for it to load.
• Once it is open, click on the three dots in the top right corner
• Click "Settings"

Disable online connectivity

• If "Microsoft OneDrive" is "On", then turn it off
• Disable the option under "People"

Disable hardware acceleration

• Scroll down until you see the "video"
• Under the "Use hardware-accelerated video encoding" option, turn "off" if the option is "On"

Finish

• In the top-left-hand corner, click the back arrow
