Adding Nodes to a 16 node Gen 4

I have been told that in order to add 4 nodes to my Centera Gen4. I also need to order additional switches. That the ports (6) that are unused cannot be utilized for these new nodes. Begs the question as to why design a switch with 24 ports if you never plan on using them.
If anyone can explain this it would be of great help. As I now have to go and try and explain it to the IT Manager, Sr Manager, and the Director.

The cube switches are used in a redundant configuration. For each cube switch 16 ports are used for connecting to nodes and 8 ports are reserved for additional internal interconnections.

For each cube switch two ports are used for trunking as part of the internal network redundancy paths.
Two ports are used for chaining [expanding] to add a cube to the cluster.
Two ports are used for connecting to a root switch to expand the cluster
One port is used for ¿legacy¿ connections. This is for interconnection from previous hardware generations.
One port is used for service connection to the cluster.

As part of the overall solution the internal switches have defined configurations. This allows the software to support automatic reconfiguration when performing a FRU replacement. Additionally the initial configuration of each cube is done automatically by the Cluster as it can determine its location/role in the internal network.

After two days of trying to find an explanation, calling the Vendors, EMC, and our consultants I find the answer where I should of been looking from the start.
