NAS with SRDF

I have a NAS with SRDF active/passive configuration with two data mover at production site.  server_2 is the production data mover, server_3 is a local standby.  EMC configured the RDF remote standby for both server_2 and server_3 at DR.

When we run nas_rdf activate to failover to DR, it work fine but it seem like we cannot run server_standby to failover the DR server_2 to server_3, basically the error message is saying that we cannot failover since this data mover is already rdf failover from production server_2.  My question is what is the purpose of server_3 remote standby in this case if for technical limitation we cannot perform local failover at DR?

EMC documentation only mentioned it is best practices to create rdf standby for local standby.

server_3 (standby on source) SRDF policy is there to make sure that if your production DM fails over to slot_3, and the site DR follows, slot_3 also is protected and has its own SRDF stand by.
