Error 13157007786 server_2: The local administrator's password cannot be changed for this server due to internal invalid state

We successfully created the CIFS server with server_cifs command ("server_cifs server_2 -add standalone=NX4CGE0,workgroup=WORKGROUP,local_users").  Then, we deleted the CIFS server ("server_cifs server_2 -delete standalone=NX4CGE0 -remove_localgroup") because we forgot to change a server parameter setting.  We made our server parameter setting change with a server_param command.  We then try to recreate the cifs server again using the same -add syntax as before.  We encountered the error in the subject.  We thought perhaps it need time to clear, but it has been 24 hours and the error still exists whenever we try to create the CIFS server.  Any one know what we did wrong or how we can clear this invalid state?
