Can this be done?
If I replicate a VDM to two different Celerra's lets say from NAS_A to NAS_B and NAS_C, along with their file systems,
Provided that I have the interfaces available and in the event we want to "switch over" can I bring ServerB up on NAS_B and ServerC up on NAS_C?
What would happen to SERVERB on NAS_C?
Would it just not come up because the interface isnt there and would that somehow affect the other CIFS in that VDM?

You can only switchover / failover a complete VDM making all of its CIFS servers available on the destination.
If you don’t have the interface there with the correct name it will probably switchover but the CIFS server wont work
