Replication jobs fail to initiate due to proxy error

Replication between our primary and DR Avamars has stopped with a peculiar error.  When trying to initiate a job, it fails with the message "Failed to initiate replication because no proxy was found to service the job."

Clicking for detail reveals an error of "Replicate client is not installed"

I'm at a total loss on how to resolve this issue.  Repeated attempts to start replication finally got one to take and ran until it hit the max configured runtime of 15 hours.  I have not been able to get a replication job to start since.
