Information on avtar CPU process usage for Windows?

In KB 497413, there is a discussion about how avtar processes consume CPU threads with multi-core CPUs on AIX servers.

Are there any other articles or discussions that focus more on how avtar operates with multi-core CPUs on Windows systems?

I am working with a customer who is seeing 3x avtar threads for his Windows file system backup, and is asking whether one of the threads could be "balanced" over more than one of the CPUs, as it is using 50-80% of that CPU's resources.

The AIX discussion mentions avtar using 2x threads on 2x CPUs to perform its tasks, and explains somewhat how one thread might end up "working harder" than the other. I'm guessing the same thing would apply in Windows, but I'm also wondering what the "3rd CPU" is doing on my customer's backup job? And I'm also curious whether there would be any way to "share" the workload of the "harder working" thread across a second CPU?
