Cloud Tier Migrations between providers

We have a requirement to move backup data currently cloud tiered to ECS to AWS - is there any tooling available to do this 'directly' or do we need to recall the data back to the Data Domain and then immediately send it back out again?

Assuming we need to go down the recall/re-tier route would there be any problems with just having 2 policies running in parallel, one recalling the data and then another sending it straight back out again?
