Avamar VM import and policy rules

I have a question about Avamar VM import and policy rules.

Is it "required" to have both the Avamar VM import rule active as well as the policy rule to get clients assigned to policies? Or can you just use the policy rule to assign "manually added" clients to policies?

I am attempting this with clients that have already been added manually to VM domains. Currently, the VM clients are not being added to the policies by the rules. I have sync'ed with the vCenter and no change.

The documentation is unclear about whether the client needs to be added using a rule in order for it to be placed in a policy via a rule.
