x14, stuttering and frame drops while playing almost any game

I'm having trouble running Tomb Raider 2013 on my Alienware x14, even though it's an older game. I'm also trying to record gameplay at the same time using OBS. Here's the issue: Both CPU and GPU temperatures reach 85°C (even after setting Thermal Control Center limits, or TCC). The game stutters heavily, sometimes making it unplayable. I've noticed that whenever the frame rate drops, the GPU power wattage also drops for a few seconds before returning to normal. This happens in other games as well. Can anyone offer some advice on how to lower these temperatures and smooth out the gameplay?
