The i9-13900HX is a locked CPU -- it does not support overclocking.
The option is probably there in setup to support a future unlocked CPU option that does (which will have a K suffix rather than X). K is Intel's suffix for unlocked CPUs.

Thanks for your reply mate. nevertheless this is probably not true. check the second screenshot, that user uses the same model - and he has overlock option available.
Note : HX is overclockable according to : https://medium.com/intel-tech/12th-gen-intel-core-hx-processors-deliver-unrivaled-mobile-performance-6b94276a3e6b. its an equivalent version of K I think

how to raise those limits?
i know about XTU intel and so on but i want to do it in BIOS

Hey @Shevela , no it has nothing to do with the power limit ( even it sounds like it is supposed to ). But it helps to allow you to manually increase with XTU, and disable speedstep ( also in Bios - performance menu ) will keep the change, or else it will automatically revert to default per reset / restart. Hope this helps. And please contact Dell-cares for more technical details

I have just tried it
so
Overclocking feature OFF=> i can still change power limit with XTU
Overclocking feature ON (Any OV1 OV2 or Custom) => has no effect on power limit dispate of any performance or turbo high performance power command mode
Feature custom allows you to set up any power limit you wish but it doesn’t work in my laptop.
Intel speedstep didn’t prevent from changing BIOS performance overclocking feature. After loading windows OC feature goes OFF
but i saw people simply change OV1 or OV2 and it helps raise the power limit in high performance mode
perhaps is the problem in the new version of power command?

I am also having this problem. My overclock button was working yesterday and now it's not. I've even tried resetting my whole system
