m15 R3, will not use Nvidia 2060 fully

Hello I've been having this problem for years and have never found a solution for it. So might as well try here. My GPU (Nvidia 2060) is stuck at 300 Mhz / 5w plugged in or unplugged. Every power plan. It will not budge. It is not thermal throttling it is barely at 58 C at 100% utilization because it is using so little power. It is on the latest windows 11, latest Nvidia drivers. Latest bios. I have genuinely no clue why it's doing this. It was also doing this before the latest bios like I said it's been years. I got a new (3rd party) charger because I thought maybe the charger was bad. Doesn't seem to be the case as it recognizes when it's plugged in with either charger. If anyone has any insight or things I could try that would be amazing. As you can imagine it means running any modern games at 300mhz is brutal. Its turned into a YouTube only laptop for me.
