my biggest problem is its not showing my video card and it wont let me launch any games

Dell has not supported Windows 10 on this system but you may be able to get it to work by installing Windows 7 drivers in compatibility mode. Intel never updated the HD3000 drivers for windows 10.
If you search, you can find information from others about what worked and what didn't, but the general consensus is the best you'll do is partial functionality under Windows 10 -- this system is over a decade old and probably not suitable for anything other than older games.
