I think P38 is the 2019 Area-51m R1 laptop?

Got it. By the way, that ia a B, not an 8 in the Service Tag.
Area-51m R1 shipped in April 2020. Warranty expired April 2021.

What is the history of the issue? What happened just prior to it not powering on?
* Disconnect both power adapters from the laptop and the wall power socket
* Close the lid and flip it over
* Remove the bottom base cover (page 14)
* Remove the battery (page 33)
* Flip it over, open the lid and press hold the power button for 8 seconds
* Close the lid, flip it over and replace the bottom base cover without the battery installed
* Reconnect the power adapters and trying to power on
