15 R4, Persistent ERR_SSL_PROTOCOL_ERROR

why do i always get ERR_SSL_PROTOCOL_ERROR whenever i am updating newly reformatted Alienware 15 R4? I tried windows 10 and windows 11 separately but ended with the same problem.
