R16 PCI-E expansion ports. Slots two and three usable or no?

My machine is also equipped with an Nvidia 4070 in the first slot. The machine is also equipped with two X4 slots. Given the amount of room taken up by the GPU, will ANY PCI card fit in slot 3? I was messing around with high gigabit ethernet equipped computers the other day. I would obviously need a specialized card for these speeds. They are fairly low-profile, but with such limited space between the GPU and the power supply, I wonder if there is room at all for even the smallest expansion card. I don't care what the card does. I'm just wondering if SOME cards could fit in that cramped little slot. I cannot physically look myself due to a disability, but it looks almost impossible to me given what little I can see.
