difference between Windows 11 24H2 and 25 H2, one can play Red Dead Redemption II, the other not

I was able to launch RDR2 on 24H2 (10/24), but keeps getting dll error with 25H2 (9/25).

newest Win 11 has bug.

In a hurry I deleted my precious 24H2 install.esd. Now MS no longer has 24H2 download installation media any more.
