Aurora R16, USB Power while turned off?

I have a wireless charger plugged in on my R16 with the intent to have it charge while the machine is turned off, I have specified in the BIOS (F2) to use powershare while in S4 and S5, and I've plugged it into one of the bottom two USB ports on the back panel that indicate they have power.  What's the deal?
