Sometimes this can happen if Windows disables one of the services which is provided by Intel.
1. Launch services.msc by pressing windows key and R simultaneously
2. Type services.msc
3. Look on the list for a sevice named/described XTU... where ... is another word.
4. If it's status is disabled double click and set to Automatic start up. Then start the service
5. Now AWCC should be working.

I've noticed this as well. Aurora R13 W11. I've uninstalled and reinstalled AWCC, doesn't fix issue. I suspect that Windows did something that, once again, is interfering with AWCC. There was a similar issue a year ago that had to do with the way W11 handles memory integrity and core isolation. I believe Dell has noted something about this for some other Aurora models. Hopefully Dell and Microsoft will figure this out again. I'm just ignoring the issue for now as I don't see any way to resolve the situation at this point.

One thing to note...in my case, the service was not running. I set it to Automatic and attempted to start the service. The service start failed, but on reboot the service started correctly and now shows as running. CPU status in AWCC is working again.
So if initial service start fails, reboot and, assuming you've set it to Automatic, it should load and run normally.
