Area-51 R7, no post, no beep

Hello,
Regarding my Alienware Area-51 R7, Ryzen 2950x, when I press the power button, the PC has no video output, no beep sound, the power button LED doesn't light up, the keyboard LEDs don't light up, but all the fans inside the case are spinning. I've tried replacing the graphics card and RAM with different ones, but the problem persists. When I press the power supply self-test button, the power supply LED stays solid green, and at the same time, the case fans spin.

Without installing any RAM, when I press the power button, there's still no beep sound, and all the fans inside the case spin.

Is this situation caused by a faulty motherboard or a faulty CPU?

Start by replacing the CR2032 coin cell battery . . . $4 at the grocery store.

@PeterAlt​   If you take all of the RAM out of your Area-51 and try to boot, the Alien head power button should display the 2-blink pattern, indicating "No Memory/RAM detected". If it does not, then the likely issue is either the motherboard or the power button itself. You can try shorting the power switch by connecting wires 6 & 8, as shown in the pinout photo below.
