Latitude-e5510 does´nt boot completely

My son bought this laptop from vocational school 8 years ago. Suddenly the laptop no longer booted with win8.1. The automatic repair also stopped. Now the laptop has been in the closet for years. I tried to install win 10. Putting boat order in first place doesn't accept it. Is the BIOS perhaps locked with a password? My son was told that he cannot get a CD for this PC. Now he has given me the PC. How can I reload win 10?
