Dell UltraSharp U2412M model 860-10149 or 860-10161

I am planning to buy a Dell UltraSharp U2412M monitor, but I am not sure which model I should take. Truying to find out about compatibility with the Skylake GPU (Intel HD Graphics 530), I downloaded the manuals from the Dell site, and there I can not find any info on the different models. But looking around on the internet, I find the Dell UltraSharp U2412M with a model nr. 860-10149, which consumes 72 Watt in active mode, and with a model nr. 860-10161, which consumes only 38 Watt in active mode. Also sometimes the USB hub function is mentioned, and sometimes it is not.

Are these  860-10149 and 860-10161 really 2 different models of the Dell UltraSharp U2412M, are the specifications, like measured power consumption, only different because of legal obligations in different countries, or is it just a different colour?
